COVID-19 CARES Act Emergency Grant Information

AMERICAN RESCUE PLAN (ARP)

Pamlico Community College signed and returned to the U.S. Department of Education the Certification and Agreement for the CARES Act Emergency Financial Aid Grant funding.  As such, Pamlico Community College was automatically granted additional funds to supply Emergency Financial Aid Grants to Students under the provisions of the new act which was signed into law on March 11, 2021.

The total amount of funds that Pamlico Community College has received from the U.S. Department of Education for Emergency Financial Aid Grants to Students under the new act is $430,129.00.

New eligibility criteria from the legislation allowed students in distance only education as well as students in programs that were not Title IV eligible to enter the pool of students who could potentially receive funding. Additional guidance from March 19, 2021 allowed colleges to apply funding from Emergency Financial Aid Grants to Students who had expenses related to cost of attendance data elements and were impacted by the COVID-19 pandemic since the declaration of the state of emergency on March 13, 2020.  Guidance posted on May 24, 2021 indicated that all students enrolled could be eligible, regardless of citizenship status.

Taking the criteria into consideration, Pamlico Community College has distributed $428,039 to 838 eligible students as of June 23, 2022.

Pamlico Community College determines which students receive the Emergency Financial Aid Grant funds by reviewing students who were enrolled in courses at the institution at any point in time after the declaration of the state of emergency on March 13, 2020. For these new funds, students who got emergency funding from CARES were excluded as they had already obtained assistance. Those who were enrolled were automatically awarded on a tiered basis as determined by the Expected Family Contribution on their FAFSA application as students with “exceptional need” are required to have priority under the legislation. Students enrolled in Career and College Promise (CCP) or Continuing Education programs are also eligible to obtain funds.

Students have the potential to receive between $250 and $1,500 from the American Rescue Plan at Pamlico Community College.


CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS (CRRSA) ACT

Pamlico Community College signed and returned to the U.S. Department of Education the Certification and Agreement for the CARES Act Emergency Financial Aid Grant funding.  As such, Pamlico Community College was automatically granted additional funds to supply Emergency Financial Aid Grants to Students under the provisions of the new act which was signed into law on December 27, 2020.

The total amount of funds that Pamlico Community College has received from the U.S. Department of Education for Emergency Financial Aid Grants to Students under the new act is $111,111.00.

New eligibility criteria from the legislation allowed students in distance only education as well as students in programs that were not Title IV eligible to enter the pool of students who could potentially receive funding though students still had to be US Citizens. Additional guidance from March 19, 2021 allowed colleges to apply funding from Emergency Financial Aid Grants to Students who had expenses related to cost of attendance data elements and were impacted by the COVID-19 pandemic since the declaration of the state of emergency on March 13, 2020.

Taking the criteria into consideration, Pamlico Community College determined that we have 441 eligible students, and, as of as of August 11, 2021, have distributed $111,111 to 291 eligible students.

Pamlico Community College determines which students receive the Emergency Financial Aid Grant funds by reviewing students who were enrolled in courses at the institution at any point in time after the declaration of the state of emergency on March 13, 2020. For these new funds, students who got emergency funding from CARES were excluded as they had already obtained assistance. Those who were enrolled in a curriculum program were automatically awarded on a tiered basis as determined by the Expected Family Contribution on their FAFSA application as students with “exceptional need” are required to have priority under the legislation. Students enrolled in Career and College Promise (CCP) or Continuing Education programs will have to submit an application attesting to their citizenship status and an impact from the COVID-19 pandemic as there is not a way to determine their citizenship status without Residency Determination proceedings which are required of curriculum student entry into programs of study.

**UPDATE** Adjustments to awarding criteria now enable all students, regardless of citizenship status, to be eligible to receive an award.  As no proof of citizenship is required at this time, students who were eligible but needed to do applications to assert their status as US Citizens can now receive awards without submitting the completed application.  Funds have now been disbursed to the remaining qualifying CCP and Continuing Education students who were initially pulled as eligible students because of this change to the regulation.

CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY (CARES) ACT EMERGENCY FUNDS

Pamlico Community College has signed and returned to the U.S. Department of Education the Certification and Agreement for the CARES Act Emergency Financial Aid Grant funding. The college intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The total amount of funds that Pamlico Community College has received from the U.S. Department of Education for Emergency Financial Aid Grants to Students is $111,111.00.

There are 59 students eligible to receive Emergency Financial Aid Grant funds under Section 18004(a)(1) of the CARES Act. As of 8/18/2020, Pamlico Community College has distributed $112,825 in Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act to 59 eligible students.

Frequently Asked Questions

Q: What is a Title IV eligible program?

A: At Pamlico Community College, it is any Associate and Diploma level program, plus the Esthetics and Esthetics Instructor Certificates. CCPP and Prison programs are not Title IV Eligible.

Q: What type or number of classes did I need to be enrolled in to be eligible?

A: You had to have been enrolled in at least one class that was either totally in the classroom or partially in the classroom and partially online on March 13, 2020 when a state of emergency was declared to be eligible for emergency funding. You did not have to be enrolled in a certain number of credit hours to be eligible for the funds, however, the maximum amount that you can receive will be determined by the number of credit hours you were taking.

Q: What makes me Title IV eligible?

A: You must have submitted a 2019-2020 FAFSA application and have a completed financial aid file with no missing verification documents. You must be making Satisfactory Academic Progress (holding at least a 2.0 GPA and passing at least 67% of your classes). If you are male, you must have registered with selective service. You must have graduated from a high school or high school equivalency program. You must NOT be in default on a loan or have a grant overpayment on your record. You must have a valid social security number. You CANNOT be a non-citizen or DACA student.
